Kenya Participates in the 19th Ordinary Meeting of ICGLR National Coordinators
As an accredited Mission to the International Conference on the Great Lakes Region (ICGLR), the Kenya Mission participated in the 19th Ordinary Meeting of ICGLR National Coordinators, held in Kinshasa, Democratic Republic of Congo, from 1st to 2nd August 2025.
The Mission was represented by Ms. Juliet Kabeu, Chargé d’Affaires, and Mr. Moses Mwenda, First Secretary. The meeting brought together National Coordinators from ICGLR Member States to review the security situation in the region, share country updates on the implementation of the Pact on Security, Stability, and Development in the Great Lakes Region, and consider recommendations for submission to the upcoming Regional Inter-Ministerial Committee (RIMC) and the 9th Ordinary Summit of ICGLR Heads of State and Government.
Kenya reiterated its position on the need for comprehensive institutional reforms within the ICGLR to strengthen operational efficiency and responsiveness. Among the proposals tabled was the establishment of a Committee of Permanent Representatives (CPR) to provide sustained engagement, continuous monitoring, effective decision-making, and oversight of ICGLR programmes and initiatives. This proposal received acknowledgment from Member States, who recognized its potential to improve the organization’s governance framework.
In addition, Kenya recommended a change to the ICGLR Summit schedule, proposing that meetings be held annually instead of biennially. The rationale was that annual meetings would enable the organization to respond more promptly to emerging developments, maintain progress on agreed priorities, and reinforce collective engagement in advancing peace, stability, and development in the Great Lakes Region.
The meeting concluded with consensus on key recommendations, which will be presented to Ministers and Heads of State during the forthcoming RIMC and Summit. Kenya affirmed its commitment to active participation in the ICGLR’s work and to supporting initiatives that promote regional cooperation, stability, and sustainable development.
